The aim of this course is to analyse the main reasons why the State should have an economic role, both from a normative and a positive point of view. The main topics covered by the course are the fundamentals of welfare economics, market failures, voting mechanisms, fiscal policies, social welfare programmes and fiscal federalism.

Exercises are simple applications of the concepts illustrated along the course: for example, equilibria with public and private goods; taxes and subsides when there are externalities, social preferences and decision processes, progressive and non-progressive taxation, pension systems sustainability, public debt sustainability. Open questions are related to the main theories explained in the book.
